Yes—a learner—usually it’s kids who learn by pushing a chair-/-unusual to see an adult doing this.
P.S. That is to say, it's quite common to see a kid skating with a chair around here. Not in Illinois?
I don't think I've ever seen ice skating here, but back in NJ I never saw it. A kid would have been badly mocked. (Tough state.)
"It": a chair. Elaine, who went through two sizes of skate as a kid, never saw a chair.
The chair is a good idea helps with learning and you can sit down to rest once in a while.
I seem to remember Victorian or older paintings of someone skating with a chair
